For a team billing on Stripe, that means a functioning program on the cheapest paid tier, which is genuinely uncommon.
The gating is real, though, and it is broader than the three tiers suggest at a glance. Grouped by where it starts:

Two of those deserve emphasis because they are easy to assume away. Portal branding is partial rather than complete on the lower tiers: you can brand the dashboard on Starter, but you cannot put it on your own domain until Business, and you cannot remove the FirstPromoter badge from the dashboard and its emails until Enterprise. And while payouts run on every tier, managed auto payouts are Enterprise only, so the lower tiers mean paying affiliates is a task someone performs rather than something that runs itself.
Neither of those changes the overall shape. Most of the ladder is still revenue headroom. But check that list against your own requirements before treating the tier choice as purely a forecasting exercise.
How quickly you cross a band
The thresholds are measured on revenue attributed to your affiliates, not on total MRR. Teams routinely misjudge this, so run the arithmetic with real commission numbers.
